Dose it really matter if it filler anymore honestly. The anime and manga are completely separate at this point both there own canon It was stated goku was a full power while cell was at half so yah no actuall numbers said but 50% cell none tge less.

If there's no statement about what level of power Cell is using in the manga, but the anime has him using 50% (is that dub or sub?), then there's a discrepancy. If we where discussing the manga and i brought up something from the anime its invalid and vice versa. As for your question if its in the sub id be more then likely to tell you if i knew a place where i can find the subbed version. Its all dub when i look it up. But none the less goku is only 50% cell.
